It is with profound sorrow that DMV PEF Division 211 announce the passing of Tom Myers, retired Division 211 steward and IT professional. Tom was a longstanding PEF steward and good friend of many DMV/IT coworkers. Our sincere condolences to his family and friends on his passing. Funeral services are scheduled for Thursday, August 1, 2013 at 11 am at McVeigh Funeral Home, 208 N. Allen St., Albany, NY. Reminder:

Performance Advances (Increments) will be paid in administrative payroll dated 4/24/13. Performance (Longevity) Awards will be paid in a separate check in administration payroll dated 4/24/13.


As per the contract: Deficit Reduction Program ends with the administrative paycheck dated March 27, 2013. Beginning with the pay period that includes April 1, 2015, employees whose total compensation, less overtime earnings, was reduced shall begin to be repaid for the value of nine days reduction. Commencing with the payroll period, employees shall receive payment in equal amounts over 39 payroll periods until the reduction has been repaid. Employees who separate from service prior to the full repayment of the nine days shall be paid the balance of the money owed at the time of their separation.


2012 Empire Plan Claims are due by April 30th! April 30th is the last day to filing claims for covered medical services received in 2012.



March 22, 2013:

Renewal of Voluntary Reduction in Work Schedules (VRWS); Alternate Work Schedules (AWS); Part-Time Schedules; and Telecommuting Agreements:

Employees currently participating in the Voluntary Reduction in Work Schedule (VRWS), Alternate Work Schedule (AWS) programs, and employees on part-time schedules must renew their applications to continue participation in these programs each fiscal year. (Employees who are working part-time and being paid on an hourly basis are not required to submit applications to continue their hourly employment.)

VRWS RENEWAL and APPLICATION PROCESS: VRWS Program information (including the guidelines, the required renewal/application forms and other related material) is available on the Governor's Office of Employee Relations (GOER) Web site via the Intranet. Renewals and original applications must be approved by your office manager/supervisor (at or above the Grade 23 level). Please note that you must include a copy of the "Schedule for Use of VRWS Time" (page 2 of application) showing the number of hours worked each day of the bi-weekly pay period. Please submit your renewals to the Division of Personnel by March 29, 2013. Original applications can be filed at any time.

AWS and PART-TIME RENEWAL AND APPLICATION PROCESS: To renew an existing AWS or a part-time schedule, you must complete an Alternate Work Schedule and Part-Time Work Schedule Renewal Form.

If you are making an original application for an AWS or a Part-Time work schedule, you must complete an Attendance Program Election Form PE-60. You must also complete the Attendance Program Election Schedule.

All of the above paperwork must be approved by your office manager/supervisor (at or above the Grade 23 level). Please submit your renewal to the Division of Personnel by March 29, 2013. Original applications can be filed at any time.

Please Note: If you are a part-time employee or an employee whose participation in the AWS program has been approved as a reasonable accommodation (in accordance with the Americans with Disabilities Act), you may not need to renew your application at this time. You must, however, contact the Division of Personnel to allow us to note that your participation in these programs is not subject to renewal at the end of each fiscal year. You must also submit a copy of your Attendance Program Election Schedule.


Renewal of Telecommuting Agreements: M/C employees and employees represented by PEF are eligible to apply for telecommuting programs in accordance with the Department's Telecommuting Policy as developed in 1998. Applications for telecommuting agreements are considered on a case-by-case basis by managers and agreements may be approved for specified time periods of a minimum of one month to a maximum of six months to allow for periodic review and evaluation. All on-going telecommuting agreements will be subject to renewal at the end of each fiscal year, with the exception of reasonable accommodation telecommuting agreements, as noted below.

In order to identify all current telecommuting agreements for the purposes of potential audit and Workers' Compensation issues, and to standardize the approval process, a Telecommute Request and a Telecommute Agreement for all current telecommuting agreements must be submitted, after being approved through the appropriate channels, to the Division of Personnel by March 29, 2013. (Forms are available from the Division of Personnel, Rm. 321.)

February 28, 2013:

PEF's legislative agenda includes:

Make Sure the Executive Complies with Required Negotiations on the Proposal To Keep DMV Offices on Saturday.

The Executive Budget proposes to allow the Department of Motor Vehicles to designate certain branch offices to be open to serve the public and transact business on Saturday. (S2608/A3008 Part D). According to the Executive Budget, this proposal would have "a neutral budget impact by offering employees the opportunity to work the same number of hours each with, with a portion of them on Saturday."

We (PEF) urge the Legislature to amend S2608/A3008 Part D to ensure the proposed language does not waive or impair any rights or benefits provided by existing collective bargaining agreements or to limit any obligation to bargain over the issue with inappropriate collective bargaining representatives.

Special OGS Parking Distribution:

The highlights of this permit program are as follows:

  • 1000 interim permits are available to employees who do not currently have OGS parking.

  • State seniority and work location will be the sole criteria for getting one of these permits.

  • Employees must submit an application for one of these permits by the February 13 deadline.

  • 25 spaces will remain available for 30 days after the submission deadline for employees who can establish that they will be on authorized leave during the announcement and application period.

  • The list created during this process will no longer be used for issuing permits after the 1000 interim permits have been distributed.

  • Permits will be issued pending completion of the downtown parking assessment. When an updated parking system is launched, an individual who is issued an interim permit during this offering may have to relinquish his/her permit. In order to maximize the parking permits available, we recognize that these permits may be considered temporary.
